Windows Server 2003 X64 Iso

I was given a couple HP servers with product keys, but no installation disks. Being pretty familiar with isos, I figured I can find the isos and then give these babies a fresh install. Much to my dismay, the iso that Microsoft has provided cannot be made into bootable media whether it is a DVD or USB.

What do you mean by service pack disk?

My issue is much less about the product keys than it is about creating an installation disk or USB. I know the difference between OEM and non-OEM. That ISO that I mentioned in the subject line gave the impression that I could download it and then create a bootable media with it. As it says in the installation instructions: 1.
